Recognizing that the previously proposed amendments to the Engagement Rules of War, as listed here:

Would save countless civilian lives and assist in preventing further humanitarian crises, I propose we codify the following proposed amendments:
11.Banning the usage of children in warfare
12. Declansburg Convention mark for hospital ships, medevac vehicles, field hospitals, medical personnel, etc. (only covered if they're unarmed or only have defensive weapons, like a pistol)
13.Prohibit intentional targeting of civilians
14.Provide military POW's with food and water and allow them to communicate with loved ones
15.Provide safe passage for civilians to flee war zones
16.Provide access to humanitarian organizations

17.Banning the usage of cluster munitions, flamethrowers, napalm, and other incendiary devices on humans (can use flamethrowers to burn away foliage, but not your enemies)
