Engagement of War Rules
1. Any nation that attacks another is a breach of individual national sovereignty.
2. Capture, enslavement and brutality of individuals is considered a breach of human rights.
3. Mass killings of people of a nation or group against their will is considered genocide.
4. Laying of mines, bombs or other destructive devices near or within the borders 25 miles of a neighboring nation is considered illegal except within deep in the nation in use for necessary means in case of self defense.
5. Use of concentration camps and internment camps are illegal.
6. No nukes to be used as first resort but only as a last resort with justification of action if it was necessary with direct proof.
7. All nations shall allow safe passage of citizens and military that are passing through near a nation and may pass through with permission of that nation.
8. Allowance of security checkpoints to guard against unnecessary military and spies of wherever they be which they are subject to that nation's laws if arrested and face trial in their judicial system. An overturn of a conviction can only occur at the Interregional Plaza in Odinburgh with a solid case filed and presented to the regional Minister of Defense.
9. All judicial cases related to the code to be filed at Interregional Plaza which the Minister of Defense will hear cases presented before him or her.
10. Ban use of chemical, biological, or radiological weapons.
Proposed Amendments
11. Banning the usage of children in warfare
12. Declansburg Convention mark for hospital ships, medevac vehicles, field hospitals, medical personnel, etc. (only covered if they're unarmed or only have defensive weapons, like a pistol)
13. Prohibit intentional targeting of civilians
14. Provide military POW's with food and water and allow them to communicate with loved ones
15. Provide safe passage for civilians to flee war zones
16. Provide access to humanitarian organizations
17. Banning the usage of cluster munitions, flamethrowers, napalm, and other incendiary devices on humans (can use flamethrowers to burn away foliage, but not your enemies)
