Activity and the Regional Map
As noted by our Governor, there have been a few nations who have been considerably inactive, with a few having made no posts whatsoever either in or out of character, in any of the places activity in the region would go. These nations have not CTE'd and have progressed well past CTE date with still no activity besides logging in and answering Nation States Issues to avoid CTE. This Legislation seeks to remedy that by defining and expanding upon the following:

As such, I propose the following:
Initial Claims
From the date this legislation passes, new nations that wish to join the map will be limited to a 1% Initial Claim. Nations cannot have this land taken from them regardless of activity.
Future Claims
Nations from time to time post land claims to expand their nations borders for a variety of reasons. To limit rampant expansion, further expansion claims will be limited to no more than 10% of a nations current size. In addition, to make and keep these claims, nations must maintain a certain level of activity in order to have their claim either brought to the floor or have an existing parcel from a previous claim revert to Unclaimed Territory.
Activity Requirements
We the people of Declansburg understand that life can get busy and hectic, and that role play does not take priority in an individuals life. However in order to make and keep claims, a nation must make a good faith effort to participate in role play at least twice a month. This would be in the form of making an action as your nation (initiating diplomacy, inciting an action, responding to action against you, etc). Nations may also participate in out of character conversations such as on the Discord in any number of channels. However nations are encouraged to use the land they are using, as it is unfair to nations who actively wish to join in the role play to take land and not use it.
Losing land
Nations who do not maintain this level of activity, and remain inactive for a period of 30 days can have previous land claims revert out of their control and back to Unclaimed Territory. If a nation becomes active again after this happens, they cannot make any additional land claims for a period of 30 days, in which time they must show a good faith effort to be a part of the role play and community.
Initial Claims - Continued
In the event an inactive nation has no additional land claimed outside of their initial claim, they can be removed from the Assembly and lose their ability to vote on future legislation and/or land claims until they show a good faith effort to participate in the Declansburg community.
