This is to classify, define, and set regulations on spacefaring ships
Civilian:
Any ship not meeting Military specifications EXCEPT if registered as having Military affiliations.
Military:
Military ships shall henceforth be defined, for purposes of the OSB, as any ship weilding suitable offensive weaponry reguardless of official Military affiliation, OR any ship having been officially registered as Military Use. "Suitable Weaponry" is defined below
Suitable Weaponry: Any ship containing or exceeding one or more of the following
Weapons:
Railguns Registering 6km/s of muzzle velocity reguardless of caliber.
Any type of missile EXCEPT for those used to intercept inbound missiles.
Laser systems exceeding 600KW of output energy, reguardless of designation as Point Defense or Offensive
Traditional cannons exceeding 150mm in caliber
Bombs of any yield/type
Weapons may be added or removed to this list at any time, especially if new and unaccounted for weapons systems arise.
Ships may change classification if they are refit to add or remove weapons, except if the ship is registered officially as Military Use, in which case Military classification is permanent.
MILTIARY SHIP LENGTHS AND LIMITS:
At the passing of this legislation all ships built for military use are NOT to exceed 1000 feet in length, and civilian ships exceeding 1000 feet in length are not to be modified for Military Use except in the case of emergency evacuations as an aid ship.
Military Ships are divided into 3 main categories
SMALL:
Any ship under 300ft in length
MEDIUM:
Any ship between 300-600 feet in length
LARGE:
Any ship between 600-1000 Feet in length
Specific classifications such as "Heavy Cruiser" or "Carrier" are left to be determined to the nation constructing the craft, as construction is highly varied depending on spaceframe and loadout. One may have a Large Carrier or a Small Heavy Cruiser or vice versa
PENALTIES:
Breaking of size regulations, or misrepresentation of ship classification can result in, but is not limited to:
The OSB impounding and/or permanently seizing the offending vessel
Fines for the offending nation in the ammount proportional to the cost of the craft(s)
Sanctions depending upon the severity of infraction
Temporary launch restrictions on the offending nation(s)
EDGE CASES/EXAMPLES OF PENALTIES
A cargo ship of a length of 1500 feet from Nation X is stopped by the OSB, as it is suspected of misrepresenting its status as a cargo ship. A search is performed and instead of a cargo bay, it is found to be a hangar bay containing military fighters and various military gear such as weapons, explosives, and missiles.
In this example the ship would be seized and the example Nation sanctioned and temporarily barred from launching new ships, as not only was the ship misrepresenting its status, but in doing so violated the size restriction it would of otherwise been under had it been properly designated.
