This act is proposed to set new rules for ownership of new territories, whether by land claim or military occupation.
Article I
1.(a) Any unclaimed land on the regional map will only be resided by small indigenous groups who do not associate with and are indifferent to any Sovereign Power.
1.(b) Any peoples residing in the lands of a collapsed nation (due to it being removed from the map or ceasing to exist on NationStates) will also be considered non-existent (through retroactive continuity). The demographic of said lands will return back to the one stated in 1.(a).
Article II
2.(a) In the event of an occupation, the Occupying Power is prohibited from removing or carrying out individual or mass FORCIBLE transfers of protected persons from the occupied territory to another territory of the Occupying Power or to that of any other country, regardless of the motive for such removal/transfer.
2.(b) Protected persons in 2.(a) are defined as:
1. Wounded, sick and shipwrecked members of the armed forces who have ceased to take part in the hostilities;
2. Prisoners of war;
3. Civilian persons who because of the occupation are in the power of a Party whose nationality they do not possess;
4. Medical and religious personnel;
5. Negotiators;
6. Civil defence personnel;
2.(c) Civilian persons who reside within the occupied territory shall be granted an free passage to return to the territories of the Sovereign Power whose nationality they do possess by the Occupying Power.
2.(d) Civilian persons who reside within the occupied territory shall be granted an option be a fully naturalized citizen of the Occupying Power.
