PROPOSAL - An Act to Create a Minister of Civil Affairs

WE REQUEST THIS ITEM BE MOVED FOR A VOTE BY THE PARLIAMENT LEADER
Be it hereby resolved that The Parliament of Declansburg shall elect a Minister of Civil Affairs, tasked with enforcing basic decorum within the region, and to encourage WA nations within Declansburg to honor the regional law by endorsing our elected Prime Minister, whom serves jointly as WA Delegate by Constitutional authority.
Through enforcement of basic decorum, the Minister of Civil Affairs shall seek to maintain order within Declansburg. Nations who engage in serial trolling or spamming of a repeated, malicious nature, as deemed by the Minister of Civil Affairs, may be issued citations by the Minister of Civil Affairs.
Warnings may be issued for first offenses, including for non-NationStates related content that could be considered divisive.
In the event a non-WA nation disregards warnings and acquires multiple violations, the Minister of Civil Affairs may eject the nation, or may petition for the nation's removal with the Prime Minister or Founder, so as to not spend influence.
In the event a member-state WA nation of Parliament acquires multiple violations within a reasonably short period of time, the Minister of Civil Affairs may charge said nation as a repeat offender in breach of decorum with the Lower Circut Court, at which point Constitutional process (Article VI) will be activated.
The Minister of Civil Affairs shall be granted Communications and Border Control authority. This position shall be elected after passage of this act, and during every election for Prime Minister thereafter.
