While I see the aim of the bill here, could you expand upon how some of these goals will be carried out? I also only see two of the three mentioned goals

I would support this plan, however, I do believe that not sending food aid due to "political reasons" could be seen as a form of extortion directed at target nations.

This piece of legislation is to create and fund the Declansburg Argiculture and Famine Prevention Plan. An international effort to encourage agriculture and other botanic industries, improve sustainable farming practices, and set up an emergency committee to help and deliver support to starving nations during crises.
This bill aims to achieve two main goals: 1. Famine Prevention: When a country is starving or suffering widespread agricultural losses due to disease, natural disaster, or other calamities. A group of countries will have a responsibility to feed the ailing nations citizens and foster the regrowth of that country’s agriculture sector. At any time a country can put up a request for aid and the countries that make up DAFP will begin to export food and other life saving product like medicine. 2. The Research and Development of Sustainable Agriculture Projects The widespread destruction caused by farming is one of the biggest contributors to regional hunger and natural disasters. The passage of this bill will devote funds to help ailing or behind nations update their agricultural infrastructure by running education programs teaching farmers about topics like crop rotation and the dangers of mechanical tilling and the research and development of environmentally and animal healthy pest and herbicides.
This piece of legislation is intended to create this group and membership is completely voluntary.
