This is to further clarify the First Conference of Mithrylea, and define what it is to "pass through" OSB Control Zones, as well as establish Flight Plans
All ships that desire to move through OSB Control Zones MUST lodge a flight plan with the OSB command on the to be established OSB HQ in orbit of Declansburg. This flight plan MUST include the following:
1) Your ships name
2) Your ships classification (IE: Civilian or Military)
3) Your ships origin (IE: Outer Space or Planetside)
4) Your ships destination (IE: Outer Space or Planetside)
5) Expected travel time based on current ship condition. (Ie: weight, speed, orbital path, etc)
6) Your ships national allegiance (what country ship belongs to)

Each Flight Plan will be its own self contained path, and may not intersect with another, unless an orbital rendezvous is specified in all relevant flight plans, and approved by the OSB. Failure to maintain the flight path will meet with an initial warning to correct the flight path, and failure to comply in a timely manner may be met with fines and/or penalties.
Outright refusal to comply will be dealt with more severe fines and may include but is not limited to:
1)Temporary loss of OSB Access Privileges to the violating ship and its captain
2) Impounding of violating ship
3) Diplomatic action against the nation the ship belongs to (in the event it is a government/military craft).
A) This diplomatic action may be in the form of temporary loss of OSB Access privileges and/or fines
Ships in non compliance at any level may be seen as potentially hostile, especially if there are aggravating circumstances such as:
1) Continued refusal to comply and correct your flight path.
2) Non communication with OSB Command. (IE failure to acknowledge commands given by OSB, either via on comms, or through emergency signals in the event comms are down.)
3) further deviation from established flight plan
Ships that enter OSB control zones without establishing a flight plan will immediately be seen as potentially hostile and will be given a single warning. Failure to immediately acknowledge and exit OSB control zone will be met with deadly force in order to protect ships transiting through OSB control zones. Ships who comply and exit the OSB Control Zones promptly the way they came will be immediately fined and required to file the appropriate flight plans before being allowed to continue on their path. Violations of this nature will be reported to the relevant authorities of each violating ships home nations.
Moderation Note:
All OSB rules are assumed followed unless otherwise stated for ease of RP. If you are doing a space RP in which you are breaking OSB regulations, you are REQUIRED to specify as such. you cannot go under the assumption that you followed the rules and retcon it later.
