I am calling this conference in order to propose an Amendment to article 2 of the Baversonburg Convention. Arguments are as follows.
1) An international monitoring board to be known as the Orbital Security Bureau, or OSB, will be established to monitor all transit through the various orbit zones of our planet and her moon, here forward refered to collectively as OSB Control Zones. These zones are as follows: Low Orbit, Mid orbit, High orbit. These orbits apply to Declansburg and Aluvyian orbits, and their rules are as follows
NOTE: Stations will be dealt with, with further discussion
1) Article 2, Labeled law 2, does not specify what is specified as a war station and/or ship.
2) although comprised down to orbits of our planet and its moon, does not specify orbit restrictions, or transit restrictions.
Recognizing that military craft, and even weapons emplacements have a massive variety in their use and purpose, from transport craft, to defensive craft, to offensive craft, this movement seeks to rectify this. As such, we propose the following definitions, and recommendations and exceptions

a) Low Orbit: Low orbit is a High Security area, and a No Fire Zone. All ships may pass through this area, including Military, however they must have weapons Stowed and Powered Down. Military craft will require authorization before passing through into any orbit to the surface, or from the surface to space, and must be
escorted by the OSB's established escort ships. The OSB will closely monitor all ships passing through. No ship may loiter in this area, any ship that violates the no loiter, unless in distress or ordered to hold position will face fines and penalties to be determined.

b) Mid Orbit: Mid orbit is a medium security area. Still monitored and patrolled by the OSB, this zone is slightly more relaxed. All ships may pass through this area, including Military, however they must have weapons Stowed and Powered Down. Military craft will require authorization before passing through into any orbit to the surface, or from the surface to space, and must be escorted by the OSB's established escort ships. The OSB will closely monitor all ships passing through. Loitering laws are more relaxed, if a ship is entering into a loitering/parking orbit it must be cleared by OSB, at which time OSB will provide a designated orbit.
a) High Orbit: High orbit is a low security area. This area is used as a traffic flow control zones into lower orbits. Ships entering will ensure their weapons are stowed and powered down, and signal OSB traffic control on approach. OSB will clear them for entry and provide them a parking orbit should the traffic pattern be full. If the traffic is clear, OSB will clear them to pass through to either their designated orbit if their destination is a station, or to the surface proper
GENERAL RULES:
When passing through OSB Control Zones, ALL WEAPONS MUST BE STOWED AND POWERED DOWN.
Ships passing through OSB Control Zones, much like how aircraft maintain contact with ATC, must maintain contact with OSB
Military ships must promptly move through their flight plan in a timely manner. Loitering without communicating intent to OSB will be seen as a potentially hostile act and will be met with dispatched patrol ships.
