See our proposal below...we believe the following proposal will clear up a lot of confusion on the topic of war and military in this region. It creates a voluntary defense force that can be called upon if needed, it has checks, creates a high bar for war, and a lower bar for ending war. Also, this act creates an elected Minister of Defense. We think this solves a LOT of problems. Please support.
THE DECLANSBURG ARMED FORCES TREATY - A Parliamentary Act
Whereas, the independent region of Declansburg shall constitute the need for a regional defense force for matters of actual defense that shall involve World Assembly nations on a volunteer basis, we, the nations of Declansburg, hereby create The Declansburg Armed Forces Treaty.
Section 1.
World Assembly nations of Declansburg may, on a volunteer basis, choose to become signatory members of the Declansburg Armed Forces Treaty where they may be called upon by Parliament, through due process, to engage in activities that shall promote the safety and health of Declansburg and her allies.
Section 2.
Signatory nations shall reserve the right to refuse participation in any future conflict on basis of conscientious objection, so long as said objections are registered in good faith.
Section 3.
Signatory nations shall, by way of membership, commit to defending Declansburg and her allies if called upon by The Parliament. This shall include: the committal of national forces to future role play conflicts; the committal of individual World Assembly membership to raiding and defending activities as deemed necessary by The Parliament; and the committal of time investment to intelligence gathering operations as deemed necessary by the Prime Minister.
Section 4.
The Declansburg Armed Forces Treaty shall be the only body hereby recognized to engage in military operations on behalf of Declansburg. This section should not be interpreted to prohibit nations within this region from unilaterally engaging in any of the above described activities on their own accords. Nations may operate outside of this treaty, so long as they do not represent their actions as on behalf of the region.
Section 5.
The Declansburg Armed Forces Treaty shall only be activated for war upon a two thirds vote of participating Parliamentarians and approval from the Prime Minister. This does not include intelligence gathering operations, which may be directed by the Prime Minister without a declaration of war.
Section 6.
The Declansburg Armed Forces Treaty nations are hereby prohibited from engaging in hostile acts against any nation in Declansburg or allied regions.
Section 7.
Signatory nations of The Declansburg Armed Forces Treaty shall respect any cessation of hostilities, as directed by the Parliament with a simple majority vote.
Section 8.
The Declansburg Armed Forces Treaty shall be led and coordinated by a Minister of Defense, which shall be elected by the Parliament of Declansburg. The Minister of Defense shall be elected whenever a regional election for Prime Minister is held.
