This proposal will allow the Secretary General to execute the duties of Judicial Officer if the Judicial Officer is not available at a given time when there is an immediate need. Under this act, the Judicial Officer will have 48 hours to respond before the Sec. General is called up temporarily. The Sec. General position has been chosen because it is not assigned other judicial duties in the lower courts, and therefore can be seen as independent.
