In NS on the region message board to control spam there are warnings and violations. Below is what we consider a warning or a violation and what punishment if any will follow.
A warning:
*1 double post (2 postings back to back)
A violation:
Multiple postings grouped together which is usually more than 2 grouped together.
Frequent double postings after receiving a first warning.
Punishments
The appropriate regional officer or likely the founder will give your punishment. It may not always mean your banishment from the region. Unless your a new nation you will receive a pass if they haven't yet read the rules which recommended they do so and after that then its a warning. If it becomes more frequent a punishment may likely be given. Anyone may lose privileges in the region such as regional assembly membership to banishment if deemed necessary considering the severity. All nations must try closely to follow the protocol. Nations may file a case if they deem a situation misunderstood that lead to their punishment. It will be hard sell to overturn decisions of punishments but all nations have the right to contest and be heard.

Great idea and I support, but the "Unless your a new nation you will receive a warning" part throws me off a bit. Shouldn't a new nation in theory have a bit more leeway on account of them not knowing the rules?
But overall I really like this and it's well overdue.

Great idea and I support, but the "Unless your a new nation you will receive a warning" part throws me off a bit. Shouldn't a new nation in theory have a bit more leeway on account of them not knowing the rules? But overall I really like this and it's well overdue. New nations may not be aware of the rules of they haven't read them. Therefore should be a willing to give a pass if they haven't yet. I will reword that part so its bit more clear.

In principle, we support the proposal. However, we consider it necessary to clarify the proposal. In particular, we would like to make the following comments or suggestions: - Which official is responsible for punishing the violations?
- What are the possible penalties? We are against the idea that the form of punishment is solely at the discretion of the enforcing authority. We recommend a catalogue of sanctions, preferably specifying which punishment is appropriate for which violation.
- It is beyond our understanding why new nations should be punished more stringently than established ones. Ignorance may not protect against punishment, but to treat a violation by nations who, because of their longer residence in Declansburg, should know the rules far better than newcomers, more gently, seems arbitrary to us.
- The process of appeal should also be clearly spelt out. In particular, when expulsion from the region is imminent, the accused must be given the opportunity to appeal before the penalty is enforced. Furthermore, it should be made clear who decides on the objection and who is involved in the proceedings.
- We propose that every judgement or sentence must be recorded in writing to allow for review and to prevent corruption or abuse of authority.

1. Either with the Security Liaison, the Founder and/or a newly created position. 2. Penalties can result from losing assembly status to being banned from the region. Like if they being extremely obnoxious or bullying that would well get one kicked out obviously. Economic sanctions are definitely on the table. 3. We should be willing to allow new nation up to a month to ask questions and know our rules which allowed pass but after that we expect all to know the rules by then. 4. They can appeal to judicial officer, Security Liaison or founder consider which officer be available. 5. Agreed and it should be no every detail for accurate testimony during appeal proceedings.

Whilst we would still like to see it made clear what offense will be punished and how, particularly when banishment is justified, so far as the points set out are included in the proposal we have no further objection.
