The Members of The Imperial Senate Hereby Affirm that all those born under The Rotondian Banner are made equal and as such should be afforded the same basic rights. These rights as listed below shall apply to all Citizens of The Rotondian Empire, with no lesser Kingdom holding the ability to withhold any of the listed rights from a Citizen. These Rights are as follows
Article 1 : The Rights of the people to hold office in both The Imperial Senate, as well as The Imperial Congress shall not be infringed upon, all citizens may hold this office should their peers deem it so.
Article 2 : The Rights of the People to speak out against The Imperial Senate, as well as the Imperial Congress shall not be infringed upon. It is by the will of The Gods that man may speak freely about his own kind.
Article 3 : The Head of State shall always and forever be The Eternal Emperor of Grand Rotondia, a Citizens position of Governor General shall be created to serve alongside The Eternal Emperor and assist in the Governing of The Empire.
Article 4 : A Citizen is defined as any Person Born Under the Rotondian Banner, or any person capable of passing a Citizenship test approved by the Bureau of Immigration.
Article 5 : Slavery is hereby outlawed as it infringes upon the Rights of Article 4. No Person may hold Slaves or partake in the Slave Trade. All slaves as of this passing will be freed and given the option to return to their land of origin, or be made a Rotondian Citizen.
Article 6 : A mandatory service of 8 years must be completed by every citizen of The Eternal Empire of Grand Rotondia starting at age 16 and ending at age 24. 2 years of this service will be spent in training.
Article 7 : Due to all citizens mandatory service, upon completion of this service the rights to bare and keep arms shall not be infringed upon.
Article 8 : Due to the ever Changing Climate of The Rotondian Heartland, more rights may be required in the future, therefore The Imperial Senate, and Imperial Congress hold the power to vote on adding new rights.
Article 9 : The Lesser Kingdoms hold the power to add rights to their domain, however they can not take rights away.
