Reformatting of the Parliament Leader Act - Suggestions welcome
Preface to the amendment
Recognising that there is already an act that cover the roles of this position it is my opinion that it is not up to date. The preceding legislation has the position entitled "Leader of Parliament" and thus to remove all confusion and to update the law in regards to the role now performed by the Attorney General the act will be updated as follows.
(Election cycle has also been extended to six months instead of two.)
The Act
The position of Secretary General shall be an elected position and shall be accountable to the nations of Parliament and chosen every six months.
The duties of the Secretary General shall entail: processing legislation on a day-to-day basis through the Assembly. During the course of such duties the Secretary General may open and call votes to a close if A.) votes have been posted for no less than 24 hours, with proposed amendments being posted for no less than 48 hours, and B.) the time at which polls will close is made clear upon the onset of polling.
The Secretary General shall also have the authority to open a period of debate, lasting for no less than one day and no longer than one week, before holding a vote on any proposed legislation with the required sponsors. The Secretary General may, in certain situations, temporarily block legislation that is deemed "illegal" or found to be contradictory to existing laws by the Attorney General or may seek advice as to if proposed legislation is illegal from the Attorney General and then apply a block. Said determinations of legality for proposed legislation should be made in a reasonable period of time (within 30 days) after a temporary block is issued. If a blocked piece of legislation is determined legal by the Attorney General, said legislation shall be resubmitted to the floor and considered. If determined illegal or contradictory to existing laws the Secretary General is entitled to dispose of the proposal.
The Secretary General may be subject to snap elections, which shall be called if 60 percent of voting Assembly nations support such measures in a proposal brought to the floor. Secretary General shall not temporarily block proposals for snap elections.
As parcel of this legislation, the duties of running elections are removed from the Secretary General, and all other regional officer positions. The Founder's Office shall administer all elections. Polls in elections for regional officer positions must remain open for a period of at least 48 hours and shall only count voting WA members-states of the Assembly as eligible votes. All WA nations in the Assembly shall be considered eligible candidates if nominated. Nations may self nominate. If a tie result cannot determine the winner of an election, a runoff shall be held between only the tied candidates, lasting 24 hours.
