Recognising the presence of criminal law in the justice system of Declansburg and its effectiveness in covering direct breaches of rules but also how it can fall short in the field of personal dispute resolution this act of the assembly proposes and defines a series of less than criminal offenses and means of their resolution. This also hopes to resolve the issue where it can take some time to bring a member to court so this sets out a way regional officers can provide in the moment resolution.
Civil Disputes are more often more interpersonal and not as serious as crimes listed in the Codified Criminal Codes and Include:
1) Harassment or bullying on any of the platforms moderated by officers of Declansburg (Declansburg RMB, Declansburg Discord server and Declansburg offsite forum);
2) Another regional officer having conducted your expressly defined responsibilities without your knowledge or consent;
3) Flamebaiting, where one posts a intentionally provocative statement to elicit a strong response from another party;
4) Multiposting (While not criminal, repeated single sentence spam on the RMB, Discord or Forums is ground for a civil case) spam telegramming is related and falls under this category;
If the above disputes apply this act vests the the regional officers the power to immediately deal out the following short term temporary punishments.
Punishment is to be dealt only if the parties involved cannot reach a settlement.

Request for apology
RMB bans (not exceeding 3 hours without criminal court order)
Discord bans (not exceeding 3 hours without criminal court order)

Disputes may be brought by any member to any regional officer at whose discretion resolution and reasonable punishment will be placed. The Judicial Officer is empowered to address any complaints related to this and if the dispute was resolved wrongfully by an officer then the disputes process may be applied to that officer.
Disobeying the order of the court (such as an order to limit RMB posts or to cease harassment) will be considered a criminal infraction eligible for a criminal trial.
