An Act Concerning the Speed of Warfare

As highlighted by recent events, and to perhaps limit the number of rapidly-typed-out posts in quick succession at points when conflict does break out, I propose that certain measures be taken, on an out-of-character level, to allow for these incidents to go on for longer, perhaps allowing more players to participate as well if they may not be online at a given time in the day.
What I currently have thought up is roughly as follows;
1) If a nation makes a post about carrying out an offensive or defensive action against another, then they can only make another post if the other involved nation responds to theirs or once twelve hours have passed.
2) A given nation may only make 1 post describing an offensive or defensive action(s) every hour. Each of these posts can contain up to one section involving each country at war (or otherwise hostile) to the posting nation. For example, if nation A and B are at war with nation C, D, and E, and nation A makes a post, their post for the hour can contain elements responding to each of nation C, D, and E's respective potential actions if they involve or fall within the interest of nation A, but it can not contain two "actions" against nation C.
3) A given "post of the hour" may contain, within reason, any number of internal troop movements or troop/supply transfers to allied territory, as long as such actions do not involve them invading hostile ground. Additionally, such troop movements to overseas territories or to allied states not connected by land to a given post-writer's "core territory" will be considered to have been fulfilled an hour after their post has been sent, to give hostile powers an opportunity to perhaps respond/take note.
4) An "offensive or defensive" action, for the sake of this proposal, will count as the enactment of one military operation; for instance, a ground offensive into a city/realistically-sized piece of territory, a naval landing operation to seize part of a coastline, or a series of airstrikes against a city. Details can be expanded upon to describe the operation in greater detail, and other, nearby troops can support the main action as long as such support does not involve carrying out another full-scale operation themselves; for instance, one could have a fleet of bombers support a naval landing on a hostile country's coastline, but such bombers couldn't then carry out a mass bombing operation against an uninvolved city.
5) In peacetime, one can carry out troop maneuvers and other such related actions with no "cooldown", so to speak. Furthermore, unless other countries are involved on the side of those being attacked, if a country is "at war" with non-foreign-controlled rebel elements within their territory, then they can carry out military actions against them with no "cooldown" as well.
I am open to suggestions/comments/feedback and the like regarding this matter.
