The Declansburg Assembly, following the approval of this proposal, the International Standards of Warfare, enacts as follows;
1) Laws and standards
1a. All CBRN's and WMD's are to be banned in combat. Arsenals for the sake of research and deterrence may be maintained, but not utilized.
1b. Medical Personnel are classified as protected persons and may not be engaged in combat unless they pose a clear and present threat.
1c. Religious Personnel are classified as protected persons and may not be engaged in combat unless they pose a clear and present threat.
1d. Humanitarian Aid Workers are classified as protected persons and may not be engaged in combat unless they pose a clear and present threat.
1e. The Red Keystone, the Red Crystal, and the Dáxlamic Heart shall be used as signs of international medical aid and camps shall be considered a semi-demilitarized zone. (Upon vote, other organizations and symbols may be added to this list)
1f. Medical care is required to be provided to all injured personnel, regardless of side.
1g. Civilians are classified as protected persons and may not be engaged in combat upon unless they pose a clear and present threat.
1h. Capture, enslavement and brutality of civilians is considered a breach of human rights and shall be banned.
1i. Mass killings of people of a nation or group, that being the murder of more than 15,000 people, shall be considered a crime against humanity.
1j. Religious gand structures are protected and may not be used to house combatants.
1k. Medical facilities and structures are protected and may not be used to house combatants unless under medical care and not participating in combat.
1l. Humanitarian facilities and structures are protected and may not be fired upon unless they house hostile forces.
1m. Any nation that takes POW's must provide military POW's with food and water and, if feasible, allow communication with loved ones.
1n. POW's must not be killed or harmed unless they pose a clear and present threat.
1o. Warring nations or groups must provide safe passage to citizens to flee combat zones.
1p. The utilization of cluster munitions, flamethrowers, napalm, and other incendiary devices on humans is banned.
1q. Child soldiers, that being persons under 18 years of age fighting in combat, are banned in all capacities. Nations may not utilize them.

2a. Violation of laws 1a-1q will result in, at minimum, life in international prison for the accused. Based on severity, the accused may face death. Penalties and sanctions may also be utilized.
