The Declansburg Assembly, following the approval of this proposal, enacts as follows;
1) Definitions
1a. "Chemical Weapons" meaning chemicals utilized to cause death or long-lasting harm to humans or animals through its toxic properties.
1b. "Biological Weapons" meaning either microorganisms such as/like virus', bacteria, or fungi, or toxic substances produced by living organisms that are produced and released intentionally to cause disease and/or death in humans, animals, or plants.
2) Production
2a. The creation and production of Chemical weapons and Biological weapons for the purpose of weaponization shall be banned in entirety across all states of the Declansburg Assembly, and must halt immediately.
2b. The purchase of Chemical or Biological weapons for the purpose of weaponization shall be considered the same level of offense as production of such weapons.
2c. Nations of the assembly are to self-report on the status of production and purchase of Chemical weapons and Biological weapons in their nation, though reports may be subject to inquiry and investigation by the Judicial officer.
3) Possession
3a. The Possession of Chemical weapons and Biological weapons is permitted, though nations are compelled by the assembly to dispose of their arsenals through peaceful means.
3b. Nations of the assembly are to self-report on the status of their possession of Chemical weapons and Biological weapons in their nation, though reports may be subject to inquiry and investigation by the Judicial officer.
4) Utilization
4a. The utilization and deployment of Chemical weapons and Biological weapons is prohibited across all members of the Declansburg Assembly, and shall be considered a crime against humanity.
5) Punishment
5a. Any nation found in violation of any part of this legislation will be subject to charges brought forward by the Judicial Officer, punishment starting from monetary penalties will be utilized against the accused.
5b. Violation of 4a of this legislation shall result in a life sentence in international prison for the accused. If any deaths are to occur from the utilization of Biological or Chemical weapons, instead of a life sentence, the accused will face death.
