The Declansburg Assembly, following the approval of this proposal, enacts as follows;
1) Definitions a. "Chemical Weapons" meaning chemicals utilized to cause intentional death or harm to humans or animals through its toxic properties. b. "Biological Weapons" meaning either microorganisms such as/like virus', bacteria, or fungi, or toxic substances produced by living organisms that are produced and released intentionally to cause disease and death in humans, animals, or plants.
2) Production a. The creation and production of Chemical weapons and Biological weapons shall be banned in entirety across all states of the Declansburg Assembly. b. Following the passage of this legislation, any and all production of Chemical and Biological weapons must halt immediately. c. Herbicides and pesticides for domestic civil purposes, such as pest management and weed killing, are exempt
3) Possession a. The Possession of Chemical weapons and Biological weapons by any nation, even as a deterrent, shall be banned in entirety across all states of the Declansburg Assembly. b. All member states of the Declansburg Assembly will be given a period of 14 days, starting from the passing of this legislation and ending 14 days past, to dispose of any and all Chemical and Biological Weapons they have in their possession.
4) Punishment a. Any nation found in violation of any part of this legislation will be subject to charges brought forward by the Judicial Officer.

Amb. Helanan stands to speak. She cannot believe what she is about to say, but she has decided to try to keep her job and impress the church. She reads the words given to her by Sec. of State Love verbatim, and sits back down.
"We oppose this due to the fact that it was authored by Junemeau. It is our belief that Junemeau would like to use such legislation as a pretext for military action against theocracies around the globe, of which they have clearly stated their inherit dislike."
Amb. Halanan then lodges the E.R.'s vote against the measure.

Delegate Samantha Norvan, head representative of Junemeau to the Declansburg Assembly, responds, "I question how you were able to connect this legislation, banning inhumane means of warfare that express extensive brutality, to the Green Federation's fight against Theocracies. Are you implying, Ambassador Halanan, that all Theocratic nations also maintain Biological and Chemical weapons programs? I fail to see how the two have any direct correlation other than the fact they are both inherently wrong and inhumane." She stands out of her seat for a while after speaking, keeping her gaze targeted at her Evergreen counterparts. She only sits down after a member of her staff says something to her in her native tongue, Tamor.
