PROPOSAL: Combine Minister of Culture and Civil Affairs

Be it hereby resolved that The Parliament of Declansburg shall elect for Minister of Culture and Minister of Civil Affairs to be combined into one Role to further Streamline the Regions currently ever expanding need for Roles and Regional Officials due to its Growth, these two Positions share rather similar tasks and goals and we feel it is necessary to combine the two for the foreseeable future for the sake of simplicity as well as providing an Easier look at our Region Officials. The position will be passed onto the Minister of Culture.
The new position shall obtain the name "Minister of Cultural Affairs" and the previous name "Minister of Culture" is to be removed for the time being for the sake of ease and understanding.
This Minister of Cultural Affairs will obtain the Responsibilities of both Positions as well as the same Regional Permissions that they share such as Poll Authority, being able to apply Warnings, etc.

"Through enforcement of basic decorum, the Minister of Civil Affairs shall seek to maintain order within Declansburg. Nations who engage in serial trolling or spamming of a repeated, malicious nature, as deemed by the Minister of Civil Affairs, may be issued citations by the Minister of Civil Affairs.
Warnings may be issued for first offenses, including for non-NationStates related content that could be considered divisive.
In the event a non-WA nation disregards warnings and acquires multiple violations, the Minister of Civil Affairs may eject the nation, or may petition for the nation's removal with the Prime Minister or Founder, so as to not spend influence.
In the event a member-state WA nation of Parliament acquires multiple violations within a reasonably short period of time, the Minister of Civil Affairs may charge said nation as a repeat offender in breach of decorum with the Lower Circut Court, at which point Constitutional process (Article VI) will be activated.
The Minister of Civil Affairs shall be granted Communications and Border Control authority. This position shall be elected after passage of this act, and during every election for Prime Minister thereafter.

The Minister of Culture shall be granted Appearance, Communications, and Poll authority.
Appearance authority shall only be used to modify the Region's World Factbook entry to bring attention to any region-wide events. Approval from Prime Minister or Deputy Prime Minister will be required before making any alterations to the World Factbook entry. Doing so without prior approval shall result in suspension of Appearance privileges.
Communications authority shall only be used to send region-wide telegrams to member nations of Declansburg to bring attention to any event organized by Minister of Culture.
