This proposal would allocate the territory shown below as a neutral peacekeeping zone patrolled by peacekeepers operating under the banner of the Declansburg Assembly. Under this proposal, the Deputy Prime Minister (non-involved party) shall appoint volunteer nations to serve as peacekeepers in the territory. The goal of this act is to prevent a war in the region by providing separation in a contested region between two parties that have previously warred.

We oppose this notion, as it would bring unneeded parties into the area and imply tension that does not exist south of the border. We have placed trust in our neighbors by making this claim on behalf of Udersken, and we would appreciate it if the same encouraging step to a more lax region were taken with us.

It is too late in the south. It is not too late in the north. We implore the Ovians to see the wisdom behind this proposal.

I support the idea of still giving New Ovinhald the request of the northern lake in their initial land claim request. But to not block the full area for the sake of Vobrons freedoms for aircrafts and international flights from their mainlands and other nations to Nexus Ridge (Vobron.) But I do believe this is an act of aggression by the general assembly to a single member state (if Passed,) that has had previous tension's with nations in the area. As we see there are no current tensions between nations in the area, I believe this is a waste of resources to have non-affiliated party members to be in the area as peace keepers. Istaska Votes NO as we believe this is not necessary.
If this would have been presented directly after the two parties who warred came to a stop, we would have voted YES.

I also see a potential need to create rules for international flights and aviation over all nations and regions within Declansburg. As I looked at the Regional Library, "Laws, Acts & Resolutions," I did not see any regulations for international Aviation. This is also a huge part of my debate reasoning.

Istaska Votes NO as we believe this is not necessary. If this would have been presented directly after the two parties who warred came to a stop, we would have voted YES. The new Vobronian Ambassador to the assembly, Clifford Westingham speaks, “If I may, the proposed peace keeping zone is a very favorable idea to Vobron. While we do thank Istaska for their concern about our aviation rights, we do not see it as constricting measure, we can reasonably assume that the Evergreen Republic one of our largest regional partners will allow us to fly north through Dux Milan territory. I also believe Istaska is unaware of the true tension in the area. This past summer, the nation of New Ovinhald began to unreasonably harass Vobron due to the creation of Nexus Ridge, this resulted in a quick conflict between the Evergreen Republic and New Ovinhald that ended in a peace treaty between the two. Included in this peace treaty was a non aggression pact that could of been renewed. However recently the Ovian government has been acting in a concerning manner, first it was the refusal to renew the peace treaty, anti-Vobronian and anti-Evergreen sentiment being rife in their government, and finally combined with recent signs of Ovian militarization in the eastern region of their nation, we can only speculate what their true intentions are. We think this peacekeeping zone can reduce regional tensions, and get us moving towards a peaceful coexistence.”

Regarding flight paths, we assure that Vobronian flights will ALWAYS be given the privilege of using Evergreen air space. Regarding seeing this as an act of aggression. Let's look at this for what it is: a proposal to send peacekeepers. Unless the peacekeepers are aggressive in body, mind and spirit in their demeanor on the border, we don't see how this is a concern.

After further investigations into the matter and hearing from both nations of the Evergreen Republic and Vobron, Istaska reverses its decision on the need for peace keepers in the region. The Istaskan government now sees the reasoning behind this, and support with a YES vote on the matter. How ever, we do believe there still is a need for international flight aviation laws to be put in place for all of Declansburg. Citing that there is no current law to protect international flights over all countries in Declansburg.
