DRAFTED LANGUAGE: The Declansburg Security Council shall be created to discuss and address security concerns relating to Declansburg. Involved on the Security Council shall be any nation designated as a Regional Officer in Declansburg and one elected Assembly Representative, elected by the Council once every two months. The Prime Minister shall chair the Declansburg Security Council and shall be tasked with hearing any security concerns, large or small, that concern the well being of the region from regional officers on an ongoing basis. The Security Council shall be a public board available for viewing for Assembly nations on the offsite forums, maintained by The Founder's Office. The Security Council may choose to issue non-binding resolutions with a unanimous vote.

We ask for clarification as to what position of power the Security Council is to assume, in particular whether the resolutions are binding and what effects they can have. How can the Assembly fulfil its control and representation function? While we have no objection to a secret ballot, we consider the secrecy of the sessions to be dangerous. We cannot see any justifiable reason for this secrecy at present. The two-month term of office of the Assembly representative in combination with the necessary unanimity does provide some protection, but in our view this is not sufficient. Depending on his decision-making power, we fear the establishment of an opaque, uncontrollable shadow council.

Firstly, we have changed the wording so that now the Security Council discussions will be housed on a public forum (not private as previously discussed) available for viewing by Assembly nations. Second, we have changed language to make these resolutions non-binding. Everlasting Empire, does this address your concerns?

I am a supporter of Security Council meetings being private and only certain information being made available to the public. It is the Security Council after all and we donโt want just anyone knowing what weโre discussing when it comes to Declansburgโs continuity, especially with the experiences we have had in the past.
Iโll be proposing a change in the future.

I am a supporter of Security Council meetings being private and only certain information being made available to the public. It is the Security Council after all and we donโt want just anyone knowing what weโre discussing when it comes to Declansburgโs continuity, especially with the experiences we have had in the past. Iโll be proposing a change in the future. Well some of it can be private and public depending on sensitivity of information being discussed.

In this case, it would have to be clarified how to determine when the information being discussed is so sensitive that open discussion either damages the matter or violates the rights of those involved. It would be questionable to leave this decision to the Security Council alone.
